PARKING AND LOADING REGULATIONS
SECTION 501 OFF-STREET PARKING REGULATIONS
Off-street parking facilities shall be provided for every use or part thereof
in all districts as prescribed in this section. Where the parking
requirements for a use are not mentioned, the parking requirements for
such use shall be determined by the Zoning Board and such determination
shall be based upon the requirements for the most comparable use
specified herein and based on review and consultation with the applicant
when necessary.
SECTION 502 MINIMUM NUMBER OF OFF-STREET PARKING
SPACES REQUIRED
For the purpose of computing the number of parking spaces required,
floor area shall mean that area used for service to the public in offices,
merchandising, and service types of uses; excluded are areas used
principally for nonpublic purposes such as storage, incidental repair,
processing, show windows, rest rooms, and dressing rooms. In measuring
for parking space, fractions of required floor area over one-half shall
require one parking space.
SECTION 503 SCHEDULE OF REQUIRED SPACES
A. Residential
Single family - two for each unit.
B. Commercial
1. Business and professional offices and banks - one for each 200
square feet of floor area.
2. Funeral home - one space per 100 square feet of floor area.
3. Retail stores, supermarkets, etc. - one parking space for each 150
square feet of floor area.
4. Beauty parlors and barber shops - two for each chair.
5. Laundromats - one for each two washing machines.
6. Restaurant, standard - one for each 200 square feet of floor area.
7. Restaurant, fast-food, drive-in, or take-out - one for each 25 square
feet of floor area.
C. Institutional
1. Churches and other places of religious assembly - one for each five seats.
2. Medical, veterinary and dental offices - one for every 200 square feet of
floor area of examination, treating room, office, and waiting room.
3. Nursing homes - one for each two beds.
D. Industrial
All types of manufacturing, storage, and wholesale uses permitted in the
industrial district - one for every two employees (on the largest shift for
which the building is designed), plus one for each motor vehicle used in the business.
SECTION 504 OFF-STREET PARKING AREA DESIGN AND
CONSTRUCTION
A. Off-street parking areas shall have parking spaces of not less than 10 feet in
width and 19 feet in depth exclusive of access drives or aisles, and shall be
functionally arranged and provided with adequate maneuvering lanes.
B. Ingress and egress points shall be located to minimize traffic congestion and
avoid undue interference with pedestrian movement. There shall be no more
than 2 access ways abutting on any one street. Access ways shall have a
maximum width of 45 feet at the curb cut line of the street, except that drives
with extensive truck use may have a maximum width of 80 feet, not to
exceed 50% of lot frontage.
C. Off-street parking areas shall be improved with bituminous, concrete, or
equivalent surfacing, and so graded and drained as to dispose of all
surface water accumulation within the parking area. Wheel guards or
bumper guards as may be necessary shall be provided in connection with
any off-street parking area of five parking spaces or more to contain cars
on sloping surfaces and to prevent the bumpers of cars from projecting
over sidewalks or property lines. All lighting used to illuminate parking
areas shall be so arranged as to direct the light away from adjoining
properties or streets. No open light sources, such as the stringing of light
bulbs, shall be permitted.
SECTION 505 PARKING OF VEHICLES (OTHER THAN AUTOMOBILES)
A. Due to the limited parking spaces available in this Village, the following
may not be parked upon any of the streets within the residential districts
of the Village, or upon any property within the residential districts of the
Village, except for temporary purposes, such as loading or unloading,
and not to exceed a 48-hour period:
1. Trucks, exceeding 15 ft. in length, other than pick-up trucks or vans.
2. Any vehicle that has a GVW in excess of 11,000 lb.
3. Buses.
B. Commercial trailers can be parked no longer than 5 days in succession
within any 30 day period and cannot exceed 20 days total in any calendar year.
C. Mobile homes, house trailers and campers.
1. Storage of any mobile home, any house trailer, or camper exceeding
15 feet in length, is prohibited, unless it is completely enclosed in a
garage or other permanent structure.
2. No mobile home, house trailer or camper may be used as a residence
or overnight accommodation.
3. Temporary parking of mobile homes, house trailers, or campers
exceeding 15 feet in length, will be allowed by permit only, with the
following requirements:
a. No permit will exceed 10 days in any 30 day period.
b. All permits must be displayed so as to be visible from the street.
c. Such temporary parking permits will be issued by the Zoning
Inspector or in his absence a designated member of the Zoning
Board, upon application.
SECTION 506 OFF-STREET LOADING FACILITIES
On the same lot with every building, structure, or part thereof, erected
hereafter to be used for other than exclusive dwelling purposes, adequate
space for standing, loading, and the unloading of motor vehicles shall be
provided to avoid undue interference with the public use of streets and
sidewalks. Loading space shall be provided in addition to off-street parking areas.
